This armor is great in terms of dodging everything including traps. Use this if you are already great in dodging and prefer a dodge boost instead of increasing defense.
The dodge chance from the Vest of Dexterity stacks multiplicatively (0.93^3 vs 0.07x3) with the dodge chance from the Serpent rings which can be a difference between life and death when in the heat of battle.
It's unique epic effect calls lightning down on one enemy within 5 tiles of you every second for 80% of your equipment damage and applies the Lightning effect dealing a further 25% of your modified damage to all enemies up to 5 tiles from the enemy first struck.
